The Rappahannock Rapidan Community Services (RRCS) does not discriminate on the basis of any category protected by law, in employment matters or in its programs and services. Any individual may exercise his or her right to file a complaint with RRCS if that person believes that s/he or any other program beneficiaries have been subjected to unequal treatment or discrimination in the receipt of services. RRCS will make a concerted effort to resolve complaints locally, using the Agency’s Nondiscrimination Complaint Procedures.

Any employee who believes he or she has been subjected to prohibited discrimination or harassment should report the alleged act immediately to the Department of Human Resources. Any reported violations of EEO law are investigated. Anyone, including directors, managers, supervisors, employees, or agency appointed authorities found to have engaged in discriminatory conduct or harassment are subject to disciplinary action, up to and including termination of employment. Any contractors, vendors, volunteers, or interns found to have engaged in discriminatory conduct or harassment will be terminated immediately.

The Rappahannock-Rapidan Community Services (RRCS) gives public notice of its policy to assure full compliance with Title VI of the Civil Rights Act of 1964 and all related statutes. Title VI requires that no person in the United States of America shall, on the grounds of race, color, or national origin, including Limited English Proficiency (LEP), be excluded from the participation in, be denied the benefits of, or be otherwise subjected to discrimination under any RRCS program or activity.
Any person who believes that he or she has, individually, or as a member of any specific class of persons, been excluded from the participation in, been denied the benefits of, or been otherwise subjected to discrimination under any RRCS program or activity, and believes the discrimination is based upon race, color, national origin, or limited English proficiency has the right to file a formal complaint. The complaint may be file through email via the link, by phone, or in writing to Human Resources Manger, 15361 Bradford Road, P. O. Box 1568, Culpeper, VA 22701. The complaint should include the following information:
- Name, address, and contact information (i.e., telephone number, email address, etc.);
- Details of the alleged discrimination – how, when, where, and why; and,
- The location, names, and contact information of any witnesses.
For complainants who may be unable to file a written complaint, verbal information will be accepted by the Rappahannock-Rapidan Community Services at 540-825-3100.
Any person who requires language assistance should let the program, department, or service provider know.
NOTICE UNDER THE AMERICANS WITH DISABILITIES ACT (ADA):
In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 (ADA), the Rappahannock-Rapidan Community Services (RRCS) will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs or activities.
Employment: RRCS does not discriminate on the basis of disability in its hiring or employment practices and complies with all regulations promulgated by the U.S. Equal Employment Opportunity Commission under Title I of the ADA.
Effective Communication: RRCS will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in RRCS’s programs, services and activities, including qualified sign language interpreters, documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing or vision impairments.
Modifications to Policies and Procedures: RRCS will make all reasonable modifications to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all of its programs, services and activities.
Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a RRCS program, service or activity, should contact the Human Resources Department using the provided contact details as soon as possible but no later than 5 business days before the scheduled event.
The ADA does not require RRCS to take any action that would fundamentally alter the nature of its programs or services, or impose any undue financial or administrative burden.
Complaints that a RRCS program, service or activity is not accessible to persons with disabilities should be directed to the Human Resources Department using the provided contact details above.
RRCS will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids/services or reasonable modifications of policy.
Any person who believes he or she has been subjected to discrimination or harassment due to his or her disability may file a formal complaint.
